Sobre o post anterior, estive discutindo o assunto com um grande amigo e um dos caras mais inteligentes e sensíveis que eu conheço, Igor. Ele me chamou a atenção para o fato de que a ONU precisa garantir sua imparcialidade para ter legitimidade. Além disso, a sua autoridade é bastante limitada no âmbito político. As potências internacionais não têm o menor interesse em fortalecer um organismo como a ONU. É isso, tá explicado o ponto 2. Cabe agora pensarmos em como fortalecer o papel da ONU no cenário internacional, mas isso é outra conversa..

Realmente a ONU não mais nenhuma força no cenário internacional. basta ver a repercussão quase nula da manifestação do Conselho de Segurança contra o massacre (não tem como chamar de ofensiva, é massacre) de Gaza.
Novas formas de cidadania fora do âmbito dos países tem sido forjadas, como mostraram os protestos mundiais contra a invasão do iraque, as manifestações anti-globalização de 2001 e o próprio fórum social mundial, que ha quase uma década vem discutindo saídas para um outro mundo possível.
Agora, não vejo maneiras de como fortalecer de novo o papel da ONU. Na real eu sou bem descrente do Direito Internacional. Principalmente no que diz respeito à efetivação dos direitos humanos e às relações político/militares entre os países. Em última instancia o que acaba prevalecendo é o poderio econômico/militar mesmo, daí o silêncio ou o engajamento praticamente nulo das potências, que não veem possibilidade de desafiar a potencia maior.
